Performance Foundations was formed in 1991 by Janice Scanlan.

In the late 80s after more than sixteen  years in the recruiting business, Janice had begun to see a change that was disturbing. Good organizations, who seemed to be doing the right things, were getting very poor performance results. She decided to take a month off work to see what had happened since her masters work in organizational development and specifically producing performance in "temporary" work groups.

One month turned out to be an unrealistic timeframe; however, during this time Janice met Jim Hawker. Jim was a Ph.D. with many years of organizational experience including being the first individual to document a culture change at the Lewis Facility for NASA. He was a principal figure in the Ford Motor Company culture change among many others.

Janice and Jim began to collaborate on helping organizations improve performance, leadership and better respond to change using existing resources and proven methods that produce measurable results.
